This document was originally published as Annex "E" of the above Recovery Phase Debrief Report.  It can still be considered and used in this context, however because of way in which it has developed, it is felt more appropriate to consider this as a separate entity.

This is very much a work in progress that will continue to evolve and in truth can never be fully complete.  It is hoped that readers will assist in further refinements to the guidance document by sending suggestions for improvement and / or inclusion to the County Emergency Planning Officer.  In particular solutions to address the issues identified in Appendix "D" and further Annexures along the lines of Appendix "G".
